University of Maryland, Baltimore Coeus Project

WinMill Software is a premier provider of Coeus services, including proposal development configuration and implementation, institute proposal and award implementation, data migration, project management, business analysis, and QA services. WinMill teamed with the University of Maryland, Baltimore, an institution with a mission to be up and running with Coeus to meet government mandates for electronic proposal submission and as well as to cut over legacy Research systems to a state-of-the-art platform.

WinMill provided the direction and technical assistance that the institution needed in order to roll out the Coeus Proposal Development module , and UMB became one of the very first schools to fully implement the electronic routing and submission capabilities of Coeus. In addition, UMB and WinMill teamed up to analyze, plan and implement a data migration strategy that have coupled Proposal Development to the rest of Coeus, including the Institute Proposal and Award modules.

The University of Maryland, Baltimore had two missions:

  • Implement the Coeus Proposal Development module across the campus in response to the U.S. Government mandate that all sponsored research proposals be submitted electronically by October, 2008.
  • Process pre-Award and post-Award data related to sponsored research using the Coeus Institute Proposal, Award and Subcontract modules, discontinue use of several legacy applications, and bring past data into Coeus.

WinMill’s experienced resources worked with UMB’s Office of Research and Development, Center for Information Technology Services, and each of the individual Schools to plan, design, and deliver an implementation that supported both goals.

In order to roll out Proposal Development, a strategy for identifying the schools, departments and sponsors that would be phased into the approval routing and submission engines was developed. Detailed analysis ensured that the right Coeus functions were in the hands of the right resources across the UMB Office of Research and Development and various departments across the school. A thorough testing strategy was developed in order to verify that approval routing chains and electronic forms generation were functioning as expected.

From these processes, a state-of the-art training curriculum was designed and developed. Critical analyses of Research Office business processes were undertaken to ensure smooth operational flow as Coeus proposals were developed and submitted electronically across the campus. An effective support strategy, both Web-based and Help Desk-based, was developed and implemented. UMB is planning to roll out Proposal Development across all schools and departments through the Fall of 2008.

For the data migration needs, a roadmap was developed to determine what legacy data elements were to be kept moving forward, and detailed and thorough analysis of each and every table and column was done to map the values to the corresponding Coeus database definitions. Through a series of intense strategy sessions, a methodology for cleansing data, designing, writing and executing migration load routines, and verifying the results of the load routines was established. Following this methodology allowed the UMB Office of Research and Development cut over to the Coeus Institute Proposal, Award and Subcontract modules in March, 2008.
